It's simply bad wording, Microsoft uses 'Service Pack' for bug fixes as well as for major minor [first decimal] updates - making the former sound greater and the latter much smaller than warranted.

Which RAW format?

Not all can be written to directly, some require metadata to be written into sidecars [i.e. CRW].

Also, make sure the files aren't accidentally set to read-only.
